The use of new information technologies in the management of local governments on the example of the City Hall in Mosina.
The introduction of modern information technologies in the management of local governments is a key element of modern public administration. The dynamic development of technology and the growing expectations of citizens regarding the efficiency and transparency of official activities require the implementation of innovative solutions. The City Hall in Mosina is an excellent example of how technology can revolutionize the functioning of local government.
Modern task management - Fortask project
The Mosina Municipality has been recognized for the introduction of the innovative "Fortask" project by the Polish Press Agency. It is an advanced team and task management tool, implemented in 2023. Fortask makes it possible to effectively order, monitor and execute tasks by office employees. Thanks to the tool, the flow of information has become smoother, and the monitoring of work progress and the timeliness of tasks have improved significantly.
Mayor Dominik Michalak stresses that the Fortask platform is crucial for streamlining the work of the office. It allows better management of human resources, which translates into higher quality of public services. The system allows a current view of tasks and their status, which increases the efficiency of officials' activities.
Application of Fortask at the Community Self-Help Center
The success of the Fortask platform is not limited to the municipal office. The tool has also been successfully adapted at the Środowiskkowy Dom Samopomocy (Middle Self-Help House) in Mosina. Jakub Modrzynski, head of the SDS, notes that Fortask has greatly facilitated the management of dynamic work processes at the institution, which works with people with disabilities on a daily basis. It enables better organization of work and improves internal communication, which is crucial in such a specific environment.
Key aspects of information technology in administration
Knowledge management
One of the fundamental elements of effective management is proper knowledge management. Information technology supports the collection, processing and distribution of information, which is key to the efficient operation of public administration. Knowledge management systems allow more effective decision-making, faster access to needed data and better organization of officials' work.
Information society
Widespread access to high-speed Internet and IT education are essential to building an information society. Thanks to modern technologies, citizens can use e-services, which simplify the handling of official matters and increase the transparency of administrative activities. The information society also means greater citizen participation in decision-making processes, which in turn affects more efficient public management.
Administrative efficiency
Modern tools, such as Fortask, enable better management of tasks, improving the efficiency and transparency of government offices. The integration of information systems in public administration allows for faster and more efficient delivery of services to citizens and businesses. These systems also support the automation of many processes, leading to cost reduction and increased operational efficiency.
The need for an active role of the state
The state should actively support the development of the information society by creating appropriate strategies and legal frameworks. It is also crucial to ensure wide access to modern technologies and IT education of the society. Only through coordinated action at various levels of government is it possible to fully exploit the potential of information technology in public management. Investment in IT infrastructure and the development of digital competencies are essential for building a modern administration.
E-government in the European Union
The development of e-government is politically driven and supported by EU initiatives such as the Lisbon Strategy and the eEurope program. These aim to create an efficient, transparent and user-friendly e-government. The EU emphasizes an integrated approach to governance that takes into account technological, social and economic aspects. Programs such as eEurope promote the digitization of public services, making them more accessible and efficient.
Applications
The example of Mosina City Hall shows that implementing modern information technologies can significantly improve the efficiency of local government management. An innovative approach, as in the case of the Fortask platform, brings benefits not only in terms of task management, but also in improving communication and information flow. With such solutions, local governments can better respond to the needs of residents and more efficiently carry out their tasks.
Experiences from Mosina indicate that the key success factors are the involvement of local leaders, proper training for employees and close cooperation with technology providers. Implementing modern IT tools in public administration also requires constant monitoring and adapting processes to changing social and technological needs.
In summary, effective local government management in the era of digitization is possible thanks to innovative technological solutions that promote transparency, efficiency and better communication within the administration and with citizens. Mosina City Hall is a model for other local governments, showing that it is worth investing in modern technologies for the benefit of local communities. The use of tools such as Fortask allows for better management of resources, improving the quality of public services and increasing citizen satisfaction.
